Winter Assembly 2026 – Businesses Share Key Concerns
At the Chamber’s Winter Assembly on 4th February, members came together to discuss the financial pressures they’re currently facing and what support they’d like to see from government ahead of next month’s Spring Forecast.
Rising employment costs were the biggest concern, with another minimum wage increase due in April and many firms still absorbing last year’s uplift and higher National Insurance contributions. Members also raised fears about possible business rate increases as the government seeks to rebalance the system.
There was continued uncertainty around recent tax changes, particularly inheritance tax, which is causing concern for many family-owned businesses planning for growth. Smaller firms also highlighted increasing challenges when trying to access government procurement opportunities, along with ongoing skills shortages as well as the cost and accessibility of Apprenticeships.
International trade issues featured strongly, with members citing a need for more specialist export support and worries about potential US‑driven tariffs. Service-sector businesses also noted that they often feel overlooked when it comes to government support, despite their major role in the UK economy.
Members also highlighted and expressed frustration with government policy ideas being trialled publicly and then reversed—adding to business uncertainty.
Members suggested several potential solutions, including simplifying procurement processes, strengthening trade advice, and offering tax incentives to encourage skills development and training for young people. They also encouraged the Chamber to expand its early careers guidance work through the GM LSIP and to keep businesses updated on major policy developments.
With the next Quarterly Economic Survey launching soon and continued work on the GM Local Skills Improvement Plan, there will be plenty of opportunities for businesses to share their views in the coming weeks.
